A congratulations are in order for Phil Hands who has won the 2006 Wisconsin Excellence in Journalism award for best single editorial cartoon. Phil is at the Wisconsin State Journal. Placing second in that contest is Joe Heller who cartoons at the Green Bay Press-Gazette.
